Job Summary

The Strategy Lead is responsible for supporting the development, implementation, and monitoring of the Group’s corporate strategy across Noor Takaful and Noor Health. The role supports the strategic planning process through market, competitor, and regulatory analysis, translates strategic priorities into measurable plans, and tracks progress against agreed objectives and KPIs.

The role also supports the preparation of strategy performance reports and management materials for review by the Head of Department and Executive Management.

Responsibilities

Strategy Development & Planning

  • Support the development and periodic review of the Group’s corporate strategy in collaboration with the Head of Department and relevant stakeholders.
  • Conduct market, competitor, industry, and regulatory analysis to identify developments and trends that may impact the organisation’s strategic priorities.
  • Support the translation of strategic priorities into clear objectives, initiatives, and measurable targets across Noor Takaful and Noor Health.
  • Review previous strategic plans and performance outcomes to identify lessons and areas for improvement in subsequent planning cycles.

Strategy Execution & Performance Tracking

  • Support the breakdown of strategic objectives into annual and periodic action plans, milestones, and performance measures.
  • Track progress against agreed strategic objectives and KPIs across relevant departments and workstreams.
  • Maintain and update strategy performance dashboards and trackers, highlighting significant variances, risks, and areas requiring management attention.
  • Coordinate periodic strategy review sessions and follow up on agreed actions and deliverables.

Reporting & Governance

  • Prepare and consolidate strategy performance materials to support the Head of Department's reporting at monthly management meetings and to the Board where required.
  • Review prior strategic plans and their outcomes (achieved vs. not, and why) to inform the current planning cycle.
  • Support the Head of Department in benchmarking regulatory and market developments against the organization's strategic plan.
  • Monitor relevant regulatory and industry developments and assess their potential implications for the organisation’s strategic plans.

Cross-Functional Collaboration

  • Work closely with Product (Insurance & Digital), the Program Manager (PMO), and the Data Analyst to ensure strategic alignment across all department workstreams.
  • Partner with Finance and Actuarial to align strategic targets with budget and resource planning.
  • Liaise with department heads across the organization to ensure the corporate strategy reflects and is reflected in each function's plans.
  • Support engagement with government bodies, regulators, and institutional partners on strategy relevant matters.
  • Represent the department in cross-organizational strategy discussions and planning forums.

Data Protection & Confidentiality

  • Uphold the highest standards of confidentiality in handling company-related
    information, ensuring compliance with data protection laws and internal policies.
  • Adhere to the company’s information security guidelines, including proper storage, transmission, and disposal of sensitive materials.
  • Promptly report any suspected data breaches or unauthorized access to the
    appropriate company authority.
  • Participate in periodic data protection training to stay informed about evolving
    security risks and best practices.

General Assignment

  • Execute any other duties and tasks that may be designated or assigned by the
    Company.
  • Participate in the knowledge sharing programme of the department and the
    company
  • To provide supports to your manager, Managing Director and Vice Chairman as may be required towards serving the Board, Management and staff members.

Qualification

  • Bachelor’s degree in business administration, Economics, Finance, Strategy, or a related field. An MBA or relevant postgraduate qualification is an advantage.
  • Minimum of 3–5 years of experience in corporate strategy, strategic planning, or management consulting, ideally with exposure to financial services, insurance, or a regulated industry.

Skills and Competencies

  • Strong strategic thinking with the ability to translate high-level direction into actionable, trackable plans.
  • Financial acumen and comfort working with budgets, targets, and performance metrics.
  • Proficiency in market and competitive analysis, and comfort tracking regulatory developments relevant to insurance/Takaful.
  • Strong reporting and dashboard-building skills (e.g. Excel/PowerPoint; familiarity with BI tools is an advantage).
  • Excellent stakeholder management skills, with the ability to work across functions and with senior leadership.
  • Project management skills, with the discipline to track multiple concurrent strategic initiatives.
  • Knowledge of the NAICOM and NHIA regulatory environment; familiarity with Takaful/non-interest finance principles is an advantage.

KPIs and Performance Metrics

  1. Timeliness and quality of strategy reports and management materials.
  2. Percentage of strategic initiatives with updated milestones and performance status.
  3. Timeliness of strategy performance tracking and follow-up.
  4. Accuracy and completeness of strategy performance data and dashboards.
  5. Timely identification and escalation of significant performance gaps and strategic risks.
  6. Completion of scheduled strategy review sessions and follow-up actions.
